Job Overview

The Proposal Writer will be responsible for developing compelling, compliant, and persuasive proposals in response to U.S. Federal, State, County, and Commercial solicitations. The ideal candidate must possess strong research, writing, and analytical skills along with a deep understanding of compliance requirements and structured proposal formats.

This role demands attention to detail, the ability to interpret RFPs/RFQs/RFIs, and expertise in creating structured responses that align with client requirements and evaluation criteria.

Key Responsibilities

• Analyze RFPs, RFQs, and solicitation documents in detail.
• Develop compliant, well-structured, and persuasive proposal responses.
• Collaborate with subject matter experts and management teams to gather technical inputs.
• Ensure proposals meet all formatting, compliance, and submission requirements.
• Create executive summaries, technical narratives, management approaches, and past performance sections.
• Maintain proposal templates and knowledge repositories.
• Support bid strategy development and competitive positioning.

Required Skills & Qualifications

• Proven experience in writing U.S. Federal, State, County, or Commercial proposals.
• Strong understanding of compliance matrices and government procurement processes.
• Excellent written and verbal communication skills.
• Ability to work under tight deadlines and manage multiple bids simultaneously.
• Strong research and analytical capabilities.
• Proficiency in MS Office Suite (Word, Excel, PowerPoint).
